Art.21. H.M. India Office recently proved itself to be but ill supplied with reasonably recent etatistical information regarding opium

in India and elsewhere. Consequently there are

difficulties in the path of compliance with

Art.21.

The obligation, hitherto neglected, exists on the part of H.M. Government to

communicate:

(a) The texts of existing laws, etc..

(b) "Statistical information as regards the

trade in raw opium, morphis etc.

ARRANGEMENT WITH THE UNITED STATES, TRENCH AND

GOVERNMENTS.

This Association has directed me to beg

that a copy of the documents constituting the above arrangement may be handed to this Association.

LEAGUE OF NATIONS.

This Association trusts that there will

be no objection to the communicating by it of a

copy of this letter to the League of Nations.
